A total of three engineering consulting firms were contracted

to perform the water resource investigation, one for each

designated reach of the South Platte. It is the purpose of

t~e analysis conducted herein to address the matter of water

re~ource optimization in Reach No. 2 of the South Platte,

Balzac Gaging station to the Kersey Gaging Station.

The report is constructed in a format which defines the

physical, legal, and managerial framework of existing water

supply, and identifies remedial measures whose implementation

wopld overcome present limitations to resource optimization.

Benefits are exclusively maximized in Reach No.2. Hydrologic

implications to other reaches are not considered unless

necessitated by existing legal commitments.
