<br />A subcommittee composed of the Department of Health, Education and <br />"!elfare, Chairman, Federal Pover Commission, end the States of Arkansas <br />and Oklahoma, was appointed to review the org!ll1izational structure and <br />activities of other regional inter-agency committees and to recommend <br />upon an organic and operating structure for AWRBIAC. The subcommittee <br />submitted its report at the November 16, 1955, meeting in Tulsa, Oklahoma7 <br />in the form of a draft of recommended by-lalfs for the governing of AWRBIAC. <br />This draft, after .Committee discussion and modification, was adopted as <br />the "Articles of Organization and Procedure for A\ffiBIAC." A copy is in- <br />cluded as Appendix B to this report. <br /> <br />Rather than devoting report space to the detailed specifics of the <br />Articles, it is more appropriate to briefly cover the general philosophy <br />and objectives that went into the development of the Articles and the <br />anticipated and actual effects and results of these Articles .on the <br />future operations of the Committee. <br /> <br />A basic objective ,laS to IB<{ .the groundwork for an ambitious but <br />realistic program to carry out the principal purposes of A\VRBIAC. A <br />fundamental consideration was the question of emphasis in Committee activi- <br />tics. Although pointing out the broad path to be followed, the_Chart~r <br />permits latitude in the distribution of effort among problems on three <br />. principal levels: (1) the working level, (2) the regional policy level, <br />and (3) problems of a national scope as related to the Arkansas, White, <br />and Red Basins. <br /> <br />To use the Committee as .an instrument for detailed coordination of <br />each plan and schedule was believed impracticable. While varied.conditions <br />of the three basins bring into focus many of the national problems, a con- <br />certed effort on these matters would tend to duplicate work being done by <br />others. As they appeared to offer the greatest opportunity for accomplish- <br />ment, matters of regional policy upon which Committee members have a more <br />direct effect were selected for primary emphasis, without, however, <br />exclusion of the problems on the other levels. <br /> <br />In order to deal most effectively with the problems of regional <br />policy, the procedures stress active participation by the Committee members <br />themselves and encourage bringing matters for discussion directly to the <br />Connnittee table. <br /> <br />In addition to the normal organizational and procedural provi~ions of <br />a charter or by-lalrs, the Articles make specific provision for such func- <br />tional considerations as resolution of conflicts; methods of collecting <br />and disseminating informationEl.l materials; reviel'/S and discussions of <br />preliminary project plans ,and reports, construction schedules, operation <br />and maintenance; revielfs of 1m". and pohcy; and collection of basic data. <br />. The Articles further provide that plans for basin development, based on <br />substantive material of the AvffiBIAC report" shall be maintained insofar <br />as possible in harmony with evolving circumstances. <br /> <br />2 <br />
