<br />. <br /> <br />Regular meetings designed insofar as practicable to be of interest <br />to the public ordinarily are held every two months and nonnally rotate <br />from State to State. Business meetings are called by the Chainnan as <br />required. lfuen appropriate7 other Federal, State, public BJld private <br />agencies are asked to participate in Committee meetings and to appoint <br />. representatives to specific ad hoc committees, in order that the work of <br />the Committee may be coordinated with related work. <br /> <br />. <br /> <br />PA,qT C. <br /> <br />MEETINGS <br /> <br />Five meetings of A}ffiBIAC were held during the year 1955-56. The <br />September and November meetings "ere at Tulsa, Oklahoma and the January, <br />March, and May meetings at Dallas, Texas; New Orleans, Louisiana; and <br />Santa Fe7 New Mexico, respectively. <br /> <br />At the September meeting the Department of Army representative, <br />Brigadier General L. E. Seeman, was elected to serve as Chainnan for the <br />remainder of the year 1955-56. The Department of Interior was elected <br />as Chairman Agency for the year 1956-57. A special subcommittee was <br />appointed to formulate recommendations on the operating organization of <br />A\-IRBIAC . <br /> <br />The November meeting adopted the "Articles of Organization and <br />Procedure for AHRBIAC" and selected in separate caucuses State and <br />Federal members of the Administrative Committee. <br /> <br />The January meeting included talks by Colonel James B. Lampert, <br />Chief of the Army Reactors Branch, Atomic Energy Commission, on atomic <br />power development and potentialities; by Judge Guy C. Jackson, President, <br />National Reclamation Association, on the history and effects of Federal <br />reclamation development; by Dean Ivan C. Crawford, Director, Colorado <br />Water Conservation Board, on the history of interstate water compacts; <br />and by ~rr. Hatfield Chilson, Special Counsel for the Colorado Water Con- <br />servation Board, on western water la\l. Further, an Ad Hoc COIIDIli ttee on <br />AWR Basin Map was appointed and there was adopted an amendment to the <br />Articles of Organization and Procedure which provided that Robert's Rules <br />of Order will govern all questions of meeting procedure not specifically <br />covered by the Articles. <br /> <br />., <br /> <br />,. <br /> <br />The March meeting featured presentations by Mr. Eugene F. Pennybaker, <br />representing the Chamber of Commerce, New Orleans, Louisiana, who gave <br />his views on the ideal water conservation program; Mr. Hu B. Myers, Chief <br />Engineer, Louisiana Department of Public Works, who outlined the potential <br />'fater resource development for the State of Louisiana; and Colonel Milton <br />P. Barschdorf, Assistant Division Engineer, Lower Mississippi Valley Divi- <br />sion, Corps of Engineers, who outlined the contribution of upstream r~ser- <br />vOirs, particularly those in the Missouri Basin to low-water flow in the <br /> <br />3 <br />
