Section 2. Ad Hoc Committee Reports a. Ad hoc committee reports shall be presented in summary fo~ only - complete reports should be submitted for attachment to minutes. The pre- sentations shall be made in accordance with specifications of the Adminis- trative'Committee. Section 3. Papers and Discussions a. Papers to be presented at meetings shall be submitted to the Administrative Committee for preparation of agenda, and for info~ational purposes, as necessary, and for distribution to representatives of AWRBIAC at least 30 days before the meeting. The Administrative Committee will set up such procedure as will accomplish this purpose. b. Discussions designed to bring out all facets of an issue shall be encouraged at regular meetings. ARTICLE V - RESOLUTION OF CONFLICTS Section 1. Procedure a. Ad hoc committees shall be designated to study and report on basic and important issues in conflict. b.- M ad hoc committee shall endeavor to obtain agreement between principals. c. Every effort should be made to sharpen the issues; if th~re is failure to reach agreement, the ad hoc committee shall so report to AWRBIAC. d. AHRBIAC shall refer matters of significant import to ICWR, together with all pertinent data, including copies of reports, dissenting opinions I correspondence, and exhibits, if any.
