Ad hoc committees shall be appointed by the AWRBIAC Chairml.U1 and approved by AWRBIAC to deal with special technical and policy problems as they arise, and shall be dissolved by similar action. b. Ad hOccOIlIlllittees shall normally consist of AlffiBIAC representa- tives or their designees having an interest in the subject to be considered, and the Chairman thereof shall normally be a representative of the AlffiBIAC agency having primary responsibility for the subject. He shall be desig- nated by the AWRBIAC Chairman. c. Each ad hoc committee shall be given a deadline for a brief. report to the AvffiBIAC of action tw{en. d. Assignments to ad hoccommittces shall be specific and deal nor- mally with definite problems rather than abstract questions of coordination and integration. ARTICLE II - VarING PROCEDURE, AWRBIAC Section 1. Quorum a. Two-thirds or more of representatives shall constitute a quorum, provided that at least four State and four Federal agency members are present. Section. 2. Majority Rule a. All action, except where specifically exempted, shall be in accord- ance with the majority vote of the membership present. b. The term "representatives" includes duly appointed members or alternates of both Federal agencies and States. c. The Chairman may vote, and must vote, in case of a tie. Section 3. Recording of Votes a. Upon the request of any member, the "ayes" and "nays" shall be recorded and published in the minutes. B-2
