<br />APPENDIX B <br /> <br />Nove~ber 16, 1955 <br /> <br />ARTICLES OF ORGANIZATION AND PROCEDURE F6R A\VRBIAC <br /> <br />ARTICLE I - ORGANIZATIONAL PATTERN <br /> <br />Q <br /> <br />Section 1. Advance Selection of Chairing AGency <br /> <br />a. The Chair aeency sh~l be selected at least one year in advance <br />of serving. The operating year for M'ffiBIAC shall begin July 1. <br /> <br />Section 2. Establishment of the Administrative Committee <br /> <br />a. An Administrative Committee shall be established in accordance <br />with provisions below, consisting of five members; the Secretary of AWRBIAC, <br />who shall be Chairman; and two other Federal and two State representatives. <br />The Chairman shall have a vote only in case of tie. <br /> <br />b. The next incomin~ Chairing agency shall be one of the two Federal <br />members. The other Federal member shall be selected from the remaining <br />Federal agencies by majority vote of the Federal members in caucus. Each <br />shall_have one-year 8~pointments. <br /> <br />c. The State members shall be selected by u majority vote of the <br />State representatives in caucus. At the first caucus, one of the State <br />representatives shall be nOJlled for a two-year term and one to a one-year <br />term. Thereafter, each State member shall be named to a two-year term, <br />one new member being selected. each year. <br /> <br />d. In the event of a vacancy, a new caucus shall be conducted to <br />fill unexpired terms. <br /> <br />e. A\VRBIAC representatives or alternates may sit with the Administra- <br />ti ve Committee in ,wrJ, sessions, and the Administrative Committee may invite <br />others, when .necessary; however, only .~inistrative Committee members shall <br />vote in committee proceedings. <br /> <br />f. Each agency, Federal and State, shall designate one person by name <br />to be available to serve at work sessions of the Administrative Committee, <br />,{hen requested. <br /> <br />. <br /> <br />g. The Administrative Committee shall be the only permanent committee. <br /> <br />"1 <br /> <br />h.
