<br />c.:: <br /> <br />c <br /> <br />C'. <br />C\l <br />c. <br />C <br /> <br />Mission Statement <br /> <br />In early 1990, the Board of Directors of the Central Arizona Water Conser- <br />vation District (CAWCD) adopted the following statement as identifying the <br />underlying mission of the organization: <br /> <br />"To provide an alternative water supply, of reasonable price and quality, <br />and services related to that supply for the benefit of our customers." <br /> <br />Two major objectives established for 1990 were: (1) increasing the use of <br />Arizona's Colorado River entitlement, and (2) establishing a bonding program <br />to help fund the construction of New Waddell Dam. <br /> <br />From its start in 1971, the CA WCD has been governed by a 15 member board <br />of directors. The first board was appointed in July 1971 by Governor Jack <br />Williams. At the first subsequent election in November 1972, all the members <br />were elected to four year terms. Since then, the term of office has been extended <br />to six years, and terms have been staggered so that five seats are up for election <br />every two years, Forty-nine citizens from many walks of life have served on the <br />board by election and appointment through June 30, 1990. <br /> <br />The number of board members from each of the three counties that make up <br />the District service area is based upon population. Vacancies occurring between <br />elections are filled by gubernatorial appointment. Members as of June 30,1990, <br />and the year their term ends, are: <br /> <br />Maricopa: Rebecca J.
