The CAWCD is a multi- <br />county water conservation district. It was or- <br />ganized in response to a recommendation from <br />the Secretary of the Interior that Arizona create <br />a single entity with which the federal govern- <br />ment could contract for the repayment of the <br />reimbursable construction costs of the Central <br />Arizona Project (CAP). <br /> <br />_...rir~ <br /> <br /> <br />CA weD Board of Directors' meeting <br /> <br />Pursuant to contracts with the United <br />States, CA WCD operates and maintains completed portions of the aqueduct system and provides funds <br />for construction of New Waddell Dam. In addition to operating and maintaining the CAP, the CA WCD <br />will repay to the federal treasury the reimbursable costs of building the project. Repayment monies will <br />be derived from the sale of project water, from power revenues, and from an ad valorem property tax <br />within the CAWCD's service area of Maricopa, Pinal, and Pima counties, <br /> <br />Early CAWCD activities focused on the development and execution of the Master Repayment <br />Contract and finalization of a standard Water Service Subcontract to be used by CAP subcontractors, The <br />Master Repayment Contract details repayment of CAP construction costs to the federal treasury, The <br />Water Service Subcontract provides for the sale of CAP water to agricultural, municipal and industrial <br />users. <br /> <br />As ofJune 30,1990, the CA WCD's stafftotaled 362 full-time employees. More than 74 percent of this <br />work force was directly involved in the operation and maintenance functions of the CAP, The remainder <br />of the staff was administrative and support personneL <br /> <br />6 <br />
