<br />-'1 <br />'t;.~ll <br /> <br />CHAPTER i <br /> <br />PURCHASING AND .SALVAGE, RIGHT OF <br />WAY, PERSONNEL, AND <br />MISCELLANEOUS ACTIVITIES <br /> <br />Purchasing and salvage <br /> <br />PURCHASE orders and "greements issued during the fiscal <br />year 1945-46 numbered 2,513 for materi"ls and services total- <br />ing approximately $266,000, being about sixty per cent greater <br />in volume than for the previous year, This expansion was due <br />principally to the increased purchase of chEmicals for the softening <br />plant. including 1:J,500 cubic feet ,)f zeolite and 1100 tons of quick <br />lime, The only supplies now being purchased on formal contract <br />are sodium chloride and liquid chlorine, Freight forwardings dur- <br />ing the year consisted of 800 carloads. almost all of which were <br />chemicals for the softening plant, In addition there were many <br />hundreds of less than carload freight shipments, Transportation <br />costs for the period exceeded $100,000, The District is exempt <br />from the payment of the three per cent federal transportation tax <br />only when the charges are paid directly to the carrier by the Dis- <br />trict. The purchasing division endeavors to have shipments routed <br />"Freight Collect" so that payment of the tax is avoided. Freight <br />bills are audited ai' to propel' classifications and rates before being <br />approved for payment. <br />Early in the fiscal year priority assistance in the purchase of <br />operation and maintenance supplies given the District as a water <br />utility was withdrawn, follOWIng the cancellation of Utilities Order <br />U-l of the War Production Board, At about the same time all <br />rationing was discontinued except for sugar, Critical items con. <br />tinued in short supply. however, and in general, materials did not <br />become more plentiful. New controls on lumber, reinforcing steel, <br />many plumbing items. and other building materials allowed no <br />preference to the District and made the purchase of such items <br />extremely diflicult, even in the small quantities required for con. <br />version of two dormitories at Gene Camp into apartments for use <br />by married employees. <br /> <br />[ 70 ] <br />
