He reoog- <br />nized that suoh ?ro.ter rights would probably be in confliot with the Green lIoun- <br />tain Reservoir and stated that they were so being considered by the Unitea <br />States in oonneotion vdth its suit in Federal District Court for an ejudioation <br />of rights on the Blue River, and he further stated that no replac6!!lBnt or <br />compensatory storage on 'the Western Slope was being oonsidered by the City. <br /> <br />7. 11r. Batson pointed out that cost estimates presented in the Bureau's <br />reconnaissance report are not firm but were, only prepared for comparative <br />purposes; that the all~cation of oosts to municipal water \TaS based on the <br />alternative-justifiabla-<lxpenditure method for water delivered in the stream; <br />that estimates of cost included an interest charge of ~} peroent over a 4O-year <br />period but that the delivery rate did not include an irrigation subsidy; and <br />finally, that lack of investigations funds precluded making detailed studies <br />of this problem vihich are necessary before firm delivery prices can be quoted <br />to the City, <br /> <br />8.
