Mr. Hoper read his letter dated May 20, 1949 (copy attached) to the <br />Direotor, Colorado Water Conservation Board regarding the Bureau of Reolamation's <br />reoonnaissance study on nnmicipal and irrigation water supply plans for Colorado <br />Springs and the Fotmtain River Valley, Colorado, dated liorch 1949, The letter <br />concludes that the City of Colorado Springs cannot afford to participate in <br />the Federal diversion projeots on the terms sugr;ested in the study, that the <br />City is hopeful that a praoticable plan for participation will be developed, <br />and tho.t in the meantime the City mugt proceed with planning and oongtruction <br />to secure water i~ediately needed and to perfeot initiated viater rights <br />adequate to meet its ultimate needs.
