The Five County Water Quality Management plan <br /> <br />update is also being reviewed by the Bureau of Water <br /> <br />pollution Control for State certification. <br /> <br />Improved <br /> <br />irrigation methods and onfarm improvements are being <br /> <br />implemented in the uinta Basin as part of the Uinta Basin <br />Water Quality Management Plan. The Bureau of Water Pollution <br /> <br />Control and the EPA have conditionally approved the Recapture <br /> <br />and Montezuma Creek Sub-basins and the Non-point Source (NPS) <br />pollution Assessment and Control plan as part of the <br /> <br />Southeastern Utah Water Quality Management Plan. <br /> <br />The NPS plan states that salinity is one of the major <br />NPS problems in Southeastern Utah. Currently, Reclamation <br /> <br />and the Soil Conservation Service are conducting studies to <br /> <br />determine the sources and amounts of salinity and the <br /> <br />activities necessary to reduce salinity levels. The primary <br /> <br />need at the local level is coordination of the efforts <br /> <br />underway to insure that local concerns are being met and that <br /> <br />efforts are not unnecessarily duplicated. <br /> <br />Within the NPS Plan, the Soil Conservation Districts <br /> <br />(SCD) have been identified as the primary management agencies <br /> <br />for agriculture NPS pollution control. <br /> <br />These agencies <br /> <br />operate at the local level and have the responsibility to <br /> <br />, <br /> <br />implement conservation goals. As local coordinators, the <br /> <br />SCD's may effect the greatest improvements in the local <br /> <br />environment. This plan which identifies the districts as <br /> <br />-33- <br />
