<br />N <br />CJ1 <br />I-> <br />o <br /> <br />implementors and recommends methods to improve their <br /> <br />capability. The Districts should become the main contact at <br /> <br />. <br /> <br />the local level concerning resource conservation and develop- <br />ment. Given a structure and process from which to operate <br /> <br />the goals of this plan and other natural resource <br />opportunities will be more fully realized. The main recom- <br />mendation of this plan is that the water quality management <br /> <br />agency work with SCD's to improve their involvement in <br /> <br />natural resource issues. <br /> <br />Other Activities - The utah Department of Agriculture <br />strongly supports the salinity control efforts in Utah. The <br />Department works with the Utah Soil Conservation Commission, <br />local soil conservation districts, and others to define <br />salinity problems in the Colorado River Basin, develop <br />control plans, implement control practices, and support <br /> <br />legislation. <br /> <br />Through the Soil Conservation Commission, funding is <br />provided to the Uintah Basin Soil Conservation District to <br /> <br />assist with the agriculture salinity control program. The <br />District employs staff assistants to work with local farmers <br />in developing water management systems, to assist in District <br /> <br />operations, and to develop plans and control strategies. The <br /> <br />local districts have been very active in supporting these <br />programs and working with farmers on salinity control both in <br />the Uinta Basin and in the Price-San Rafael areas. <br /> <br />, <br /> <br />The soil Conservation Commission has provided over <br /> <br />$440,000 for improvements to irrigation systems in the uinta <br /> <br />-34- <br />
