Abandonment of Plum Creek Pumping Station and Conduit 24. <br /> <br /> <br />Acquisition of remaining water rights in City Ditch and transfer <br /> <br /> <br />of these rights to the Board's South Platte River intake are <br /> <br /> <br />prerequisites for this alternative. <br /> <br /> <br />B. Recommendations <br /> <br /> <br />The principal recommendations resulting from this study are presented <br /> <br /> <br />in detail later in the report and are briefly set forth below. <br /> <br /> <br />1. It is recommended that the Kassler Treatment Plant be retained <br /> <br /> <br />at its present location. The estimated cost of $781,000 for protective works <br /> <br /> <br />should be paid the Board, and the Board should assume responsibility for pro- <br /> <br /> <br />tection or rehabilitation of the plant due to flood water damage. <br /> <br /> <br />2. It is recommended that Conduit 20 be left undisturbed in its pre- <br /> <br /> <br />sent location in the Deer Creek Valley. The Board should request the Corps <br /> <br /> <br />to locate Colorado Highway No. 75 so that the highway embankment will not <br /> <br /> <br />adversely affect Conduit 20. The estimated cost of $674,000 for relocating <br /> <br /> <br />Conduit 20 should be pa.id the Board in lieu of such relocation, and the <br /> <br /> <br />Board should assume maintenance and repair of the conduit due to flood damage. <br /> <br /> <br />3. It is recommended that the Board accept the Corps plan for re- <br /> <br /> <br />location of Conduit 10 to the west and crossing Deer Creek Valley via the <br /> <br /> <br />new highway embankment and bridge. <br /> <br /> <br />4. It is rocornmended that the Corps plan for a Conduit 10 Pumping Station <br /> <br /> <br />be accepted by the Board. This pumping station should have a firm pumping <br /> <br /> <br />capacity of'45 million gallons per day and a clearwell of adequate capacity <br /> <br /> <br />for pump suction. It is further recommended that the Board negotiate a lump <br /> <br /> <br />sum settlement with the Corps for payment of operation and maintenance ex- <br /> <br /> <br />penses of this pumping station. The term of capitalization for these expenses <br /> <br /> <br />should be the life of the Chatfield Project, namely 100 years. The capitalized <br /> <br />- 10 - <br />
