<br />" <br /> <br />Plant; or relocation of Kassler Plant below Chatfield Dam. <br /> <br /> <br />The first alternative is possible due to location of <br /> <br /> <br />the facilities at the upper end of the proposed reservoir <br /> <br /> <br />and the extremely remote possibility of flooding by the <br /> <br /> <br />reservoir. <br /> <br /> <br />Abandonment of the Kassler Plant is possible as the <br /> <br /> <br />Marston Plant has excess capacity and could pick up the load <br /> <br /> <br />at this time. This alternative advances by about six years <br /> <br /> <br />the dates when the Moffat Plant addition and the entire Rox- <br /> <br /> <br />borough System will have to be constructed. <br /> <br /> <br />Relocation of the Kassler Plant below Chatfield Dam pre- <br /> <br /> <br />sents water rights problems and forces use of Chatfield Reser- <br /> <br /> <br />voir as terminal storage for the plant. Chatfield Reservoir <br /> <br /> <br />will be open for recreational purposes which, with the quality <br /> <br /> <br />of water from tributary streams, will result in a poorer <br /> <br /> <br />quality raw water than presently utilized by the Board. Rec- <br /> <br /> <br />reational use of a terminal reservoir is contrary to Board <br /> <br /> <br />policy and is opposed by the Colorsdo State Department of <br /> <br /> <br />Public Health. <br /> <br /> <br />b. Relocation of Conduit 20 around Deer Creek Valley at ele- <br /> <br /> <br />vation 5500 or retention of Conduit 20 undisturbed in its pre- <br /> <br /> <br />sent location. Re;Location of Conduit 20 around Deer Creek <br /> <br /> <br />Valley would place the conduit above high reservoir levels, <br /> <br /> <br />and it would not be affected by Chatfield Dam operation. <br /> <br /> <br />Cost of extending Conduit 20 around Deer Creek Valley is <br /> <br /> <br />estimated at $1,681,000. Retention of Conduit 20 in <br /> <br />- 7 - <br />
