CONSERVANCY DISTRICT OPERATIONS The conservancy district would be responsible for the sale of supplemental water to the irrigation districts and ditch companies within the district. The charge for water would be at a rate sufficient to cover operating expenses and annual construction and CM&R payments to the Government, The conservancy district would accept orders for irrigation water from its customers and relay the requests to the Bureau's South Platte River Projects Office. Releases from the Narrows Reservoir would be scheduled by the Bureau in accordance with the district's requests. The conservancy district would be responsible for notifying the Colorado State Engineer of water releases and the ownership of the water, The conservancy district would not operate any of the irrigation facilities, but would market the water to the customers and maintain records of all deliveries, sales, and collections. The conservancy district has established an office at Sterling, Colo., and a secretary-manager'has been employed. Additional personnel will be employed as the need develops. Table 8 presents an estimate of the conservancy district's annual operating costs after the unit is in operation. *. 4l
