of that total expense can be attributed to the mitigation of losses
and represents a joint cost allocable to all purposes. Tbe National
Park ServiCe estimated annual OM&R at $44,400 for the initial
development which would increase with stage development to an ultimate
total of $135,200 annually by the 50th year. Tbe ultimate total
recreation OM&R expense is used without adjustment or discounting for
time of occurrence except in the benefit-cost analysis. Annual OM&R
expenses for Jackson Lake are to be shared equally by fish-wildlife
and recreation and are not included in the preceding estimates.

The total annual OM&R for the unit before cost allocation is
estimated to average $216,500, derived as follo~s.
