.

.

.

2ClG~~

PARr V--OPERATION, MAINTENANCE, AND REPLACEMENT

GENERAL

It is planned that the Bureau of Reclamation would retain
complete responsibility for the operation and maintenance of
Narrmm Dam and Reservoir. Responsibility for the administration
of the reservoir surface area and the lands acquired for fish and
wildlife and recreation purposes would be vested in a non-Federal
entity under an administrative agreement. The existing irrigation
systems that serve the irrigable lands in the conservancy district
would not generally require enlargement or expansion to carry the
supplemental water. The additional water in the existing systems
should not materially increase their annual operation and
maintenance costs.

A residence with a small shop and garage would be constructed
near the dam to house the reservoir superintendent and to store
equipment and materials. The additional labor required to perform
general maintenance at the dam would be recruited from Fort Morgan
and the surrounding rural area. The labor supply in these areas
is ample to meet the project needs,

FEDERAL OM&R

The Bureau of Reclamation South Platte River Projects Office
at Loveland, Colo., would be responsible for the operation and
maintenance of the Narrows Dam and Reservoir. A reservoir super-
intendent would be employed to operate the facilities at the dam
and to serve as custodian. He would receive operating instructions
from the project headquarters in Loveland, Colo. In addition to
operating the facilities, the reservoir superintendent would
service installed equipment, measure and record daily reservoir
inflow and outflow, collect meteorological information, maintain
the buildings and grounds at the reservoir headquarters, and
perform minor maintenance on the dam and appurtenant structures.
The maintenance that could not 'be performed by the superintendent
would be done with South Platte River Projects O&M forces and
equipment and/or by contract.

Communication between the Narrows Dam O&M headquarters and the
South Platte River Projects Office would be by telephone, shortwave
radio, and powerline carrier current equipment.

37
