. 000156 . C. Authority Chapter 149, Article 1, Section 18, Colorado Revised Statutes 1963, and designation by Governor John A. Love by letter of January 4, 1967. The aforesaid Section 18 was adopted by the Colorado Legislature in 1967 and states as follows: "149-1-18. Assent to water resources planninq act. - (1) The state of Colorado, by and through the Colorado water conservation board, hereby assents to the provisions of the act of Congress entitled 'Water Resources Planning Act,' approved July 22, 1965. The Colorado water conservation board is hereby authorized, empowered, and directed to perform such acts as may be necessary to the conduct and establishment of a comprehensive water planning program as defined in Title III of said act and in conformity with such rules and regulations as may be promulgated by the water resources council pursuant to said act. (2) There is hereby created a fund designated as 'federal aid water planning fund' to which shall be deposited all sums contributed to the state of Colorado by the federal govern- ment pursuant to Title III of the water resources planning act. All monies deposited under the provisions of this section are hereby specifically appropriated to the Colorado water conservation board for the purposes specified in said act of Congress and no such monies shall be expended for any other purpose." D. Coordination The Colorado Water Conservation Board gives assurance that: (1) In carrying out the state water and related land resources planning program, consideration will be given to rela- tionships to other planning by the state or other governmental entities within the state with the view to attaining consistency among the several planning programs; (2) The economic and other relevant assumptions and projections to be used will be in harmony with those of other state planning programs; (3) personnel, and programs; and Optimum joint use will be made of equ~ment, existing data among the various state planning 2
