The remaining four members are ex-officio, to wit: the <br />Director of Natural Resources, the Attorney General, the State <br />Engineer, and the Director of the Colorado Water Conservation <br />Board. The appointed board members are paid no salaries but are <br />reimbursed for actual expenses. <br /> <br />The Board encourages.and assists in the formation of <br />any organization that may be formed under the laws of the state of <br />Colorado for the development and utilization of the state's water <br />resources and assists such agencies in their financing; devises <br />plans for bringing about the greatest utilization of waters of the <br />state and the prevention of floods; cooperates with the federal <br />government and other states in connection with Colorado's water <br />resources; formulates and prepares both state and federal legisla- <br />tion designed to assist in securing the greatest beneficial use <br />of the waters of the state; investigates the plans, purposes, and <br />activities of other states and the federal government that might <br />affect the interstate waters of Colorado; confers with and appears <br />before agencies of other states and the federal gove~nment for the <br />purpose of protecting and asserting the authority, interests, and <br />rights of the state of Colorado in and to the waters of interstate <br />streams; and assists the Attorney General in all matters relating <br />to the institution or defense of interstate suits, controversies, <br />or negotiations'concerning the waters of the state. <br />
