<br />I <br /> <br />0:: 1764 <br /> <br />- 21 - <br /> <br />I <br /> <br />I <br />II <br /> <br />,I <br />I <br /> <br />Construction will be started when Federal funds are available <br />and the sponsors have: (1) obtained and recorded necessary land <br />and rights-of-way, easements or deeds, (2) completed channel <br />improvement work, (3) executed project agreements for construction <br />of the works of improvement, and (4) executed proper operation and <br />maintenance agreements, <br /> <br />I <br /> <br />The Town of Limon, with the assistance of the Colorado State <br />Soil Conservation Board, will be the Contracting Local Organization <br />and will provide the necessary funds for the costs involved in the <br />administration of the construction contract ($1,350) and in obtaining <br />land, easements, and rights-of-way ($6,050). <br /> <br />I, <br />I <br /> <br />II <br />I <br /> <br />The services of technical specialists will be provided by the <br />Soil Conservation Service to assist in designing structures, <br />preparing and intepreting plans and specifications, checking and <br />assisting in issuance of bids, supervising construction, preparing <br />contract payment estimates, making final inspections, executing <br />certificates of completion, and performing related duties in the <br />establishment of the proposed floodwater-retarding structures. <br /> <br />I <br />II <br /> <br />FINN~CING PROJECT INSTALLATION <br /> <br />I <br /> <br />The Town of Limon with the assistance of the Colorado State <br />Soil Conservation Board will be the Contracting Local Organization <br />and will provide through the city budget the necessary funds for <br />the costs involved in the administration of the contracts (~1,350) <br />and in obtaining land, easements, and rights-of-way ($6,060), The <br />land to be occupied by the proposed floodwater-retarding structures <br />is rangeland and is in private ownership. The Town of Limon has <br />agreements with the lando.mers to purchase easements for these sites. <br /> <br />I <br /> <br />I <br /> <br />Federal assistance for financial and other assistance will not <br />be made available to the Local Organizations for the design and <br />construction of the proposed works of improvement until: (1) the <br />work plan is administratively approved for construction, (2) <br />sponsors have obtained the necessary land, easements, and rights- <br />of-way and have funds for the administration of contracts, (3) <br />have completed channel improvement work, and (4) the Federal funds <br />for the construction and technical assistance are appropriated and <br />available for this project. <br /> <br />I <br /> <br />I <br /> <br />The sponsors do not plan to exercise the loan privileges of the <br /> <br />Act, <br /> <br />I <br /> <br />I <br />
