Federal assistanoe for carrying out the works <br />of improvement will be provided under authority of the Watershed <br />Protection and Flood Prevention Act (Public Law 566, 83rd Congress, <br />68 Stat. 666) as amended. The Soil Conservation Service and other <br />Federal, State, and private agencies concerned will assist the <br />sponsors in the establishment of these works of improvement. <br /> <br />'. <br /> <br />'. <br /> <br />The Extension Service will carry out the educational phase of <br />the program through local meetings and public information channels. <br /> <br />I <br /> <br />Land Treatment Measures <br /> <br />I <br /> <br />The land treatment measures itemized in Table 1 will be applied <br />on privately-owned agricultural lands. These measures will be <br />installed over a three-year period by farmers and ranchers in <br />cooperation with the High Plains Soil Conservation District. <br /> <br />1 <br /> <br />The cost of applying these measures will be borne by the owners <br />and operators of the land. It is expected that they will be reimbursed <br />for a portion of this cost through Agricultural Conservation and <br />other applicable Federal programs. Technical assistance for the <br />planning and installation of the needed land treatment will be <br />provided by the Soil Conservation Service through the High Plains <br />Soil Conservation District. <br /> <br />I <br /> <br />I <br /> <br />,Structural Measures <br /> <br />'I <br /> <br />I <br /> <br />The proposed structural works of improvement, consisting of <br />the three floodwater-retarding str~ctures, are grouped for installat,un <br />purposes into one construction unit.
