When the structural measures are completely installed and
operating, the estimated average annual primary benefits will amount
to 1124,009 (Table 6). The ratio of the average annual benefits to
costs is 2.8 to 1.0.

PROJECT INSTALL~

The measures outlined in this plan are to be installed during
a three-year period. Federal assistanoe for carrying out the works
of improvement will be provided under authority of the Watershed
Protection and Flood Prevention Act (Public Law 566, 83rd Congress,
68 Stat. 666) as amended. The Soil Conservation Service and other
Federal, State, and private agencies concerned will assist the
sponsors in the establishment of these works of improvement.

The Extension Service will carry out the educational phase of
the program through local meetings and public information channels.

Land Treatment Measures

The land treatment measures itemized in Table 1 will be applied
on privately-owned agricultural lands. These measures will be
installed over a three-year period by farmers and ranchers in
cooperation with the High Plains Soil Conservation District.

The cost of applying these measures will be borne by the owners
and operators of the land. It is expected that they will be reimbursed
for a portion of this cost through Agricultural Conservation and
other applicable Federal programs. Technical assistance for the
planning and installation of the needed land treatment will be
provided by the Soil Conservation Service through the High Plains
Soil Conservation District.

The proposed structural works of improvement, consisting of
the three floodwater-retarding str~ctures, are grouped for installat,un
purposes into one construction unit. The Town of Limon and the
Colorado State Soil Conservation Board will assume all duties and
responsibilities of the sponsors as the Contracting Local Organization.
