<br />I <br /> <br />C~1765 <br /> <br />- 22 - <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />In the application of the normal District and project programs <br />of land treatment measures for watershed protection cost-sharing of <br />the application of these measures is available to the landowners <br />from the Agricultural Conservation Program and other Federal <br />programs. Technical assistance to the landowners in the layout, <br />design, construction, and checking of these land treatment measures <br />is available through the Soil Conservation Service personnel made <br />available to the High Plains Soil Conservation District. <br /> <br />I <br /> <br />I <br /> <br />PROVISIONS FOR OPERATION AND ~IIlINTENANCE <br /> <br />I <br /> <br />Land Treatment Measures <br /> <br />I <br /> <br />The land treatment measures for watershed protection on privately- <br />owned lands will be maintained by the individual landowners of the <br />farms and ranches on which the measures are applied under agreement <br />with the High Plains Soil Conservation District. Representatives <br />of the District and the Soil Conservation Service will make <br />periodic inspections of the land treatment measures to determine <br />maintenance needs and will encourage owners to perform necessary <br />maintenance. <br /> <br />I <br /> <br />I <br /> <br />Structural Measures <br /> <br />I <br /> <br />The floodwater-retarding reservoirs will be operated and <br />maintained by the sponsors. The structures will be inspected at <br />least once each year prior to the thunderstorm season and after <br />each heavy rain or streamflow to determine maintenance needs. <br /> <br />I <br /> <br />These inspections will be made by representatives of the <br />sponsors and the Soil Conservation Service. Items to be inspected <br />will include: the principal spillway. riser ports, and trash rack; <br />the emergency spillway; the earthfill; and fences and gates installed <br />as a part of the structure. Written reports will be prepared <br />itemizing the maintenance needs, and a record will be kept by the <br />sponsors showing completion of recommended maintenance with copies <br />provided to the Soil Conservation Service and to the Colorado State <br />Engineer. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />The improvement of the channels through the Town of Limon is <br />not a project work of improvement. This work is now being completed <br />with the Town Street Improvement Funds, The channels are a part of <br />a complete flood prevention program and, as such, the sponsors will <br />be responsible to keep the channels in safe operating condition at <br />all times. To accomplish this, the channels will be subject to the <br />same inspection and repair procedures as set ap for the floodwater- <br />retarding structures. <br /> <br />I <br /> <br />I <br /> <br />I <br />
