Annual Report For 1988

1987. Nee No She headgate had small leaks and safety people
asked for core samples to be taken; no report is yet available.
The surtace of gates will be cleaned. As only two of the four
gates operate, they will attempt to fix one more. The question
of winter storage was asked, and as of March 1, there was
16,336 acre feet, after 35% deduction.
Bill Howland then gave a report: John Martin had a good
water year, the fifth in a row. He considers the winter storage
program a very good tool. The lawsuit between Kansas and
Colorado is still in process of gathering information. He urged
everyone to co-operate as information is very valuable. The
time table has been pushed back; no trial for at least another
two years.
We have a new water commissioner; Dan Neuhold from
Lamar. He was scheduled to be in attendance, but because of
weather/road conditions in the mountains, was not available.
In 1987 the Corp of Engineers released 200,000 from flood
pool. There was a record elevation in 1987, but no content
record, because of siit after the 1965 flood. He did not feel that
there would be a flood release this year, as there is 30,000 acre
feet behind last year.
Jim Rogers, our representative in the Colorado-Kansas
Compact was then introduced and he gave a short report.
There was a meeting in February in Denver between Colorado
and Kansas and the Trinidad reservoir was explained to Kan-
sas. The next meeting will be in April. They tentatively agreed
to look at Pueblo Dam, and this can be opened for review.
Dr. Lynn Johnson, C.U. from Denver, was introduced. He
heads a project on the lakes in Kiowa County. A study of the
feasibility of a state recreation area. He commemted that the
Amity system is very interesting historically and that he had
not found a better way to handle the water than they were now
doing. He asked if the Amity was interested in pursuing more
details and further study. If they are not, the other interested
parties, have no further avenues to go. He was asked about the
dollars in recreation versus farming and he did not have any
figures to disclose.

P2
