<br />The senator took special note of the concessions written
<br />into the bill in Arizona's attempt to make peace with her neigh-
<br />bors and with the conservationists. Hualapai and Marble Can-
<br />yon Dams were omitted and in their place a thermal power
<br />plant was provided to produce revenue. A Lower Basin develop-
<br />ment fund was established, Utah's Dixie Project was included
<br />and California got her 4.4 priority for 27 years. "In the, 55 years
<br />which I have served in the Congress," said Senator Hayden, "it
<br />has been my observation that regional and sectional contro-
<br />versies and disputes between individual states can be amicably
<br />and satisfactorily resolved only if each side is willing to select
<br />realistic goals which may be reached by cooperation and com-
<br />promise."

<br />A Minority Finding
<br />
<br />But Arizona's neighbors were not mollified. Three Upper
<br />Basin senators--Kuchel of California, AlIott of Colorado and
<br />Clifford P. Hansen of Wyoming-turned in a minority report
<br />charging that the bill "embodies a host of favors to Arizona and
<br />three utilities." The latter charge was based on the premise
<br />that the federal government would repay to the utilities $103
<br />million for building the thermal plant. This, said the three sen-
<br />ators, would "make available to these utilities over one-tenth
<br />of a billion dollars of federal money, interest-free save for
<br />minimal interest during construction, to construct a company-
<br />owned plant which will sell energy to the federal government.
<br />The cost of borrowing the money would be paid by the federal
<br />taxpayers or the fe,deral power consumers."

<br />Senator Kuchel charged in a separate statement that the
<br />bill was "truly ODe of the black marks against the Johnson
<br />administration." He maintained that it would "force southern
<br />California to pay the cost of its own desiccation" because
<br />electricity users would have to pay 50 per cent higher electric
<br />bills and higher prices for water to subsidize an Arizona project
<br />taking water away from them.

<br />Senator AlIott said the, bill would severely hinder future
<br />development in the Upper Colorado Basin. The five projects
<br />for his state, he said, were a "political sop." And he found
<br />objectionable the omission of any proviso for studying a pos-
<br />sible water import.

<br />Senator Hansen's objection was that the legislation would
<br />help Arizona "at the expense of the long-range interests of all
<br />the states. . . of the Colorado River Basin. Those who support
<br />this legislation refused to write into it any safeguards insuring
<br />availability and returns of this loaned water when it is needed
<br />by the lending states of the Upper Basin," he complained.

<br />Two Uppe,r Basin -goverD{)rS, Stan Hathaway of Wyoming
<br />and Calvin Rampton of Utah, swelled the chorus of opposition.
<br />They issued a statement castigating the CAP bill as a "tragic
<br />mistake." They said it ignored "the real issue," which was that
<br />"the water supply of the Colorado is inadequate to meet the
