<br />the governors, and the enabling legislation eschewed "any
<br />meaningful steps to even study the water supply augmentation
<br />program of our seriously deficient river." The effect of the
<br />CAP bill, concluded Governors Rampton and Hathaway, "would
<br />be to shift the water storage from one area to another. Such a
<br />disastrous result should not be permitted."

<br />On July 28 Senator Hayden visited Fort Huachuca to dedi-
<br />cate a hospital and predicted that the CAP bill would pass when
<br />it came up a few days later for consideration of the full Senate,.
<br />"There'll be some opposition because of the Vietnam war and
<br />the city problems, and AlIott will do a lot of talking on the
<br />grounds that there isn't enough water in the Colorado River
<br />for the project," said the senator. "But the conservationists
<br />are on our side now since we made the dam a matter for future
<br />consideration. There's plenty of revenue to finance the project."

<br />Congressional River-Runners

<br />Shortly afterward, an extraordinary expedition braved the
<br />late July heat to start a five-day run down the Colorado River,
<br />through the primeval splendor of the Grand Canyon. The expe-
<br />dition consisted of nine members of the House Interior Com-
<br />mittee. Their guide: Congressman Udall of Arizona.

<br />Tanned and whiskered, the nine congressmen reached
<br />Phantom Ranch at the end of the second day, and Rep. Rogers
<br />C. B. Morton (R-Md.) announced that the journey had already
<br />made a believer of him. He said he would go home and tell his
<br />constituents that they had been misinformed about the supposed
<br />threat to the Grand Canyon from Hualapai and Marble Canyon
<br />Dams. "I voted against it, but now, after getting a first-hand
<br />look at the country, I'm convinced that the recreation advan-
<br />tages on the river with the dams are tremendous," he averred.
<br />"I had pressure from conservation groups and garden clubs in
<br />my state to vote against the CAP because they believe the, dams
<br />would interfere with Grand Canyon National Park."
<br />
<br />A reporter overheard Congressman Udall giving another
<br />of his colleagues a lesson in Grand Canyon geography.
<br />
<br />"Where will the water back up here from the Bridge Can-
<br />yon Dam?" asked Rep. Wendell Wyatt (R-Ore.).
<br />
<br />"Wendell," replied Mr. Udall, "we will have to travel two
<br />more days on the river before we come to an area where the
<br />river will rise because of the proposed dam."
<br />
<br />Discussing the unique VIP excursion with a reporter, the
<br />Arizona congressman said, "This is certainly no high-pressure
<br />job to sell the Central Arizona Project to my colleagues. It's
<br />simply the best way to show them the proposed project sites
<br />first hand."
