<br />tory to find out whether there was indeed a surplus.

<br />Should that be the case, the argument still would not be
<br />settled, as a remark by Sen. Henry M. Jackson (D-Wash.),
<br />chairman of the committee, made obvious. "Even if there is a
<br />surplus of water in one area," he said firmly, "you don't nec-
<br />essarily begin diversion." And he explained that the great cost
<br />of moving water over a long distance was a factor still to be
<br />considered.

<br />If the Northwesterners weren't relenting, neither was Colo-
<br />rado's outspoken former governor and U. S. senator, Ed Johnson.
<br />In a memorandum to Colorado officials, speaking as a member
<br />of the Upper Colorado River Commission, Mr. Johnson called
<br />for that state to declare officially, through its governor, what
<br />it considered to be an equitable apportionment of Colorado River
<br />water. "As I read the law, I am convinced that the state of
<br />Colorado is equipped with all of the authority required to pro-
<br />tect Colorado's full share of her Colorado River water," said
<br />Mr. Johnson. "Governor Love need not plead with the courts,
<br />nor Congress, nor his sister states in the Upper Basin. All he
<br />is required to do is interpret officially the provisions of the
<br />Colorado River Compact."
<br />
<br />Mr. Johnson was convinced that those who wrote the Santa
<br />Fe Compact 40 years earlier had over-estimated the amount of
<br />water in the river. Thus more water was being allocated than
<br />actually existed and the Central Arizona Project would be built
<br />with water taken from the Upper Basin. He argued that impor-
<br />tation of water from outside the basin was essential. While he
<br />had kind words for Senator Hayden, he maintained that the
<br />senator was misled by Arizona Congressmen Morris K. Udall,
<br />John J. Rhodes and Sam Steiger, who, he said, had convinced
<br />the senator that it wasn't necessary to provide for importation.

<br />Utah evidenced its solidarity with Colorado when Governor
<br />Calvin L. Rampton and U. S. Sen. Frank E. Moss issued a joint
<br />statement proclaming it to be an "area or urgent national con-
<br />cern" to increase the water supply in the Colorado River Basin.

<br />On July 26 the Democratic majority of the Senate Interior
<br />Committee filed its formal 167-page report on the CAP bill.
<br />
<br />Speaking for the majority, Senator Hayden said the bill
<br />would provide a "good start on long-range water development
<br />and augmentation of water supplies for the Lower Colorado
<br />River Basin." "It would be a major step," he said, "toward
<br />ultimately resolving most, if not all, of the water problems of
<br />the Southwest. . . . In light of the immediate critical water
<br />shortages we face in central and southern Arizona and the dis-
<br />astrous consequences for further delay, we are optimistic that
<br />the Congress will look favorably (on the bill) as recommended
<br />for prompt passage by the committee."
