<br />I <br /> <br />(11.12577 <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Plan of Study <br /> <br />8 <br /> <br />S1lJDYORGANIZATION AND INDMDUAL RESPONSffiIllTIES <br /> <br />Consulting services for the study will be provided through three basic levels: <br /> <br />· The Project Manager <br />· Task Leaders <br />· Technical Support <br /> <br />The project manager has the overall responsibility for execution of the work described in this <br />Plan of Study. The project manager for Hydrosphere is Dr. Charles M. Brendecke, P.E. Dr. <br />Brendecke will be the point of contact for the District regarding contractual, personnel, and <br />technical matters and will have overall responsibility for quality assurance. <br /> <br />The project manager will be supported by a core group of senior scientists and engineers. <br />Mr. Benjamin L. Harding P.E., of Hydrosphere, will oversee project tasks related to <br />hydrology and water rights, modeling, and evaluation of alternatives. Dr. Roger Mann, of <br />Hydrosphere, will oversee work related to water demands and economic and financial <br />analyses. Mr. Douglas Lalho, P.E. of Delta Environmental, will oversee all work related to <br />geotechnical and site engineering. Dr. Warren Keammerer, of Stoecker /Keammerer <br />Associates, will oversee all work related to terrestrial biology. Dr. Richard Valdez, of Biowest, <br />will oversee all work related to aquatic biology. <br /> <br />Each of the task leaders will have specific responsibilities for one or more of the 11 tasks <br />outlined in the plan of study. Task leaders will direct the production of specific products and <br />results which in total, will achieve the desired program goals. Task leaders, therefore, were <br />selected based on specific capabilities, expertise and experience best suited for specific task <br />assignments. <br /> <br />REPORTING <br /> <br />During the course of the study, Hydrosphere shall make frequent (not less, than weekly) oral <br />reports on the status of the study to the District's Study Manager. Brief written monthly <br />progress reports will be submitted to the District along with monthly invoices for work <br />accomplished. These reports will describe activities during the period, status of the budgets <br />and schedules and activities planned for the following month. These status reports will help <br />assure that the study is accomplishing its intended purposes. <br /> <br />SCHEDULE <br /> <br />A proposed schedule for performing the study is shown as a bar-chart on Figure 3. The <br />schedule provides for commencement of work on August 1, 1990, and submittal of the draft <br />final report by JUly 1, 1992. Printing and submittal of the final report would follow within 30 <br />days of receiving review comments from the District. Table 2 presents an approximate <br />schedule and agenda for the PAG meetings to be held in the basin; these schedules and <br />agendas are subject to modification as the study progresses. <br /> <br />it_;;] <br />
