STIJDYMANAGEMENT <br /> <br />GENERAL <br /> <br />The purpose of coordinated study management is to provide efficient execution of services <br />and compliance with the terms of the study contract. The study will be performed under the <br />supervision of the Colorado River Water Conservation District through its Study Manager, <br />Ray Tenney. The District will be assisted by a Technical Steering Committee (TSC) and by a <br />Public Advisory Group (pAG). <br /> <br />The TSC shall consist of representatives from the following organizations: <br /> <br />. Colorado RIver Water Conservation District (CRWCD) <br />. Colorado Water Conservation Board (CWCB) <br />· Bureau of Reclamation (USBR) <br />. Recovery Implementation Program for Endangered Fish Species in the Upper <br />Colorado River Basin (Recovery Program) <br />· The Nature Conservancy (TNC) <br /> <br />The purpose of the TSC is to review the progress of the study and to provide advice and <br />recommendations to the District concei'ning the conduct of the study. This will include <br />reviewing the draft Plan of Study (POS) and draft reports and task memoranda prepared <br />during the course of the study. The TSC shall have an advisory and review role; final <br />decisions and directives concerning the study shall be the sole responsibility of the District. <br /> <br />The PAG will serve in a broad.based review capacity. It will be comprised of individuals <br />representing a broad range of basin water interests. It will include, for example, <br />representatives of agricultural interests, environmental groups, water suppliers, recreational <br />interests, and other groups involved with, and knowledgeable about, basin water issues. <br /> <br />Forty-six sub-tasks to the 11 major tasks covering the technical, public irwolvement, and <br />management aspects of the study have been established. These tasks and sub-tasks comprise <br />the basic specifications for conduct and management of the study. The specification of each <br />includes a task overview and identification of the task leader (lead professional); sub-task <br />specifications include definitions of the sub-task purpose, technical approach and outputs. <br /> <br />Personnel involved in the study will account for their time by task numbers. Active tasks will <br />be reviewed at bi-weekly study team meetings for current status, problem areas, and <br />estimated effort and budget to complete. The District's Study Manager will be invited to <br />attend these meetings if he so chooses. <br /> <br />The District will provide Hydrosphere with any and all pertinent Information which it has that <br />might bear on the study. In addition, the District will, to the extent possible, assist the <br />consultant in gaining access to relevant data and information from other agencies, entities, <br />and persons. <br /> <br />It is anticipated that Hydrosphere may need access to privately-held lands during the course <br />of the study. The District will be responsible for obtaining this access. Hydrosphere will <br />identify all access requirements for the District in a timely manner. <br /> <br />,lL;,_< <br />
