<br />002332 . <br /> <br />. <br /> <br />-\ <br /> <br />,1"1 <br />; <br /> <br />WESTERN WATER PLANNING <br /> <br />Glen Canvon Adaptive Management Prograin <br /> <br />The Glen Canyon Dam Adaptive Management Work Group (AMWG) met in Phoenix, <br />Arizona on April 12-13, 2001. At the meeting, the Secretary's Designee, Mr. Stephen V. <br />Magnussen, announced that the Secretary of the Interior had renewed the AMWG' s federal advisory <br />committee charter and re-appointed all of the Committee members by written confirmation. Staff of <br />the Bureau of Reclamation briefed the AMWG on recent legislative actions potentially affecting the <br />AMWG and Glen Canyon Dam adaptive management program. <br /> <br />Staff of the Grand Canyon Monitoring and Research Center (GCMRC) provided updates on <br />the incorporation of management objectives into the GCMRC strategic plan, Additional clarification <br />of some of the management objectives or information needs was requested by AMWG members. <br />This information will be developed by ad hoc groups of the AMWG over the next few weeks. <br /> <br />The Bureau of Reclamation reported on the development of a plan for the feasibility, <br />construction, and implementation of a temperature control device (TCO) on Glen Canyon Dam. The <br />intent of the TCO is to provide warmer water in the Glen and Grand Canyon reaches of the River to <br />promote long-ternl recruitment of humpback chub. Significant concern was expressed by AMWG <br />members that all of the potential ramifications and impacts associated with TCO operation need to <br />be identified and studied prior to a commitment of funds and construction, Some potential impacts <br />include expansion of the range of non-native predator fish in the Grand Canyon, further exacerbating <br />the plight ofthe endangered native fIshes, Wanner water may also lead to the decline of the blue- <br />ribbon Lees Ferry trout fishery, causing significant economic impact to the Four Comers Region, <br /> <br />Reclamation provided an update on the Basin's hydrology. Currently, the Green River and <br />Upper Colorado River Basins are below normal, or near normal. The San Juan River Basin is above <br />normal. As a result, it was announced that the likelihood of a beach-habitat maintenance flow <br />occurring in 2001 is very low. There was substantial discussion about the impacts of the California <br />energy situation on Glen Canyon Dam operation. Currently, Western Area Power Administration <br />utilizes the Glen Canyon Dam to respond to Stage 3 emergencies declared by the California <br />Independent System Operator (CAISO). <br /> <br />Mr. Harris stayed after the conclusion of the AMWG meeting and attended a meeting of the <br />Grand Canyon Native Fishes Work Group meeting. At this kickoff meeting, the group discussed the <br />recently released draft recovery goals for the big river fishes, and the process for submitting <br />comments. Additionally, the group discussed developing a process for addressing potential <br />mechanisms of non-native fish control in the Glen and Grand Canyon reaches of the mainstem. <br /> <br />The next meeting of the AMWG has been scheduled for July 17-18, 200 I, in Phoenix, <br />Arizona. <br /> <br />5 <br />
