<br />. <br /> <br />I. <br /> <br />. <br /> <br />310'\ <br /> <br />We may be optimistic in believing that rooted aquatic vegetation <br />may be established in the reservoir. <br /> <br />(6) Page 39, Item 9: BSF&W comment concerned the infusion theory <br />of initial reservoir fertility aod the discussion of bicarbonates and <br />carbonates. In view of the comments and consultation with Dr. Dale <br />Hoffman of .Reclamation's E&R Center the entire discussion was <br />rewritten. <br /> <br />(7) Page 40, Item 10: BSF&W comment concerned the improbability <br />of rainbow trout and warm-water game species spawning with sufficient <br />success to sustain fishable populations. BSF&W pointed out that <br />"factors limiting the rainbow trout fishery will include turbidity, <br />warm-water teltlperatures, competition with nongame fish for food, and <br />the absence of spawning facilities either in the reservoir or in <br />the Arkanaas River upstream from it." Accordingly the section was <br />rewritten and includes thoughts and excerpts from the BSF&W letter. <br /> <br />(8) Page 41, Item l2, 2nd paragraph: The BSF&W recommended <br />consolidating two similiar discussions associated with adverse <br />effects On waterfowl due to reduced winter flows in the Arkansas <br />River downstream from Pueblo Dam. We accommodated this recommeodation. <br />We also included a statemeot clarifying why the ducks ~ill be <br />displaced. The statement reads that "it is the freezing of the <br />river; associated with the reduced flows, that will actually cause <br />displacement of 25,000 ducks." We believe, however,that ?ueblo <br />Reservoir will not completely freeze over and this together with <br />waterfowl food plantings around the reservoir may possibly offset <br />the adverse effect of the freezing of the river. <br /> <br />(9) Page 41, Item l3: The BSF&W recommended language was added <br />verbatim. <br /> <br />(lO) Page 41, Item 14; second paragraph: Language recommended by <br />the BSF&W was used verbatim in revising the paragraph and the <br />ceference to scaled quail was deleted as recommended. <br /> <br />(11) Page 44, Item 30: The BSF&W expressed the feeling that <br />operation of the reservoir will have little relationship to <br />wildlife management of the land around it. Recommended language <br />modifying the first statement in the paragraph was used verbatim. <br /> <br />(12) Page 48. Item 19: The BSF&W's concern regarded the <br />discussion of "nuisance plants" and requested that we identify the <br />nuisance plants. Its comment also mentioned that nuisance plants are <br />not killed by seasonal drawdown of a reservoir. Therefore, ~e rewrote <br />the paragraph by saying that "seasonal fluctuations will assist in <br />controlling some aquatic nuisance plants around the reservoir" and <br />that "some phreatophytic management will be required in designated <br />recreat ion areas." <br /> <br />68 <br />
