<br />300'1 <br /> <br />. <br /> <br />relocations have been alleviated by revegetating cut slopes, <br />borrow and waste areas. Unavoidable heavy cuts in rock out- <br />crops associated with the railroad relocation can not be <br />revegetated due to the nature of the earth materials. Such cuts <br />will be long term aesthetic intrusions. Commerce activities <br />will be able to continue and serve the people without inter- <br />ruption. <br /> <br />. <br /> <br />(4) Effects increased public recreational use may have on use <br />and management of adjacent public lands: The effects that <br />increased public recreation use may have on use and management <br />of adjacent public lands depends almost entirely upon the <br />quality of recreation facilities developed, and the protective <br />measures implemented by the managing agency. A variety of <br />facilities and measures are planned for water quality protection, <br />landscape, accommodating the anticipated annual one million <br />visits of area users and enhancing the public social well-being. <br />They include paved access roads and parking areas, underground <br />utilities, architecturally treated operation and recreation <br />facilities and landscaping, a closed sewage collection and treat- <br />ment system for on-land and water-based restrooms, camper and <br />boat sewage pumpout systems, and an irrigation system for <br />heavy use area. Present plans provide for a public agency, <br />such as the State of Colorado Game, Fish and Parks Division to <br />manage the reservoir area lands for the optimum use for fish, <br />wildlife and recreation. Adverse environmental impacts <br />associated with proper recreationsl development and management <br />should be minimal. <br /> <br />(5) Requirement or stipulations required to mitigate adverse <br />impacts associated with the Table Mountain quarry: Bureau of <br />Land Management requirements to mitigate adverse impacts <br />associated with the Table Mountain rip-rap source are <br />enumerated in the Letter of Agreement which follows this page. <br />This Agreement was entered into subsequent to the Memorandum <br />of Agreement between the Bureau of Reclamation and the Bureau <br />of Land Management dated March 8, 1972. <br /> <br />(6) If there is a possibility of maintaining water levels for <br />a 10 day period to accommodate spawning of warm water fish: <br />During some years there may be a possibility of manipulating <br />Pueblo Dam and Reservoir operational criteria and procedures <br />to minimize the drawdown for at least a ten day period during <br />the maximum spawning period of warm-water fish. Some <br />reservoir releases will need to be made to meet down stream <br />needs. However, the Bureau will cooperate to the extent <br />legally possible with the Federal and State agencies to benefit <br />the fishery management program. <br /> <br />. <br /> <br />58 <br />
