<br />3()9J <br /> <br />. <br /> <br />The Reservoir will also enhance the probability of new <br />industry locating in the area, thereby further stimulating <br />economic growth by creating new jobs and helping alleviate out- <br />migration of people from southeastern Colorado rural areas. <br />Technical developments will allow rural and small municipalities <br />to support larger populations and maintain a high quality of <br />life. With the establishment of new communities, some inherent <br />pollution problems associated with air, water, solid waste and <br />sound will develop, A more detailed discussion of area impacts <br />will be in the Overall Fryingpan-Arkansas Project Environmental <br />Statement which has a broader scope than this Statement. It is <br />expected to be filed with CEQ during 1972. <br /> <br />. <br /> <br />(2) Impacts on communities from the labor force needed for the <br />project: Construction contributes to the short-term impact on <br />local economic and social activity because of the temporary <br />additional requirements for labor, goods, and services. Where <br />non-local labor is required, additional payrolls benefit the <br />local economy. Long-term economic and social impacts will <br />result from the creation of new permanent jobs related to <br />operation and maintenance of the dam and reservoir; administration <br />of recreation facilities; and increased farm production. The <br />availability of additional water will enhance the probability <br />of new industry located in the Arkansas Valley, thereby increas- <br />ing employment opportunities. The reservoir is also a catalytic <br />force to spin-off developments and employment opportunities <br />associated with residential developments, such as Pueblo West. <br /> <br />(3) Projects associated with the dam and reservoir: We assume <br />the comment concerning construction of conduit and tunnels <br />refers to the municipal and industrial water facilities which <br />transport water from the dam to the City of Pueblo water treat- <br />ment facility. No tunnels are involved'. A buried conduit <br />will supply water to and transport water from the treatment <br />facility. Environmental effects associated with burying a <br />conduit in this area should be minimal. <br /> <br />Water stored to accommodate downstream requirements is released <br />directly from the dam into the Arkansas river. Downstream <br />diversions will be made by existing structures. A detailed <br />discussion of the municipal and industrial conveyance system <br />is contained in the comprehensive Fryingpan-Arkansas Project <br />Environment Statement referred to above. There were relocations <br />of roads, utility lines and the railroad associated with Pueblo <br />Reservoir construction. Most of the relocation works was <br />completed prior to passage of the National Environment Policy <br />Act. Adverse environmental impacts associated with the <br /> <br />57 <br /> <br />. <br />
