309~

.

/
15 Federal agencies. six state agencies, three city and
county entities, six conservation entities, fire education
institutions, and four newspapers. None of the draft state-
ment recipients requested an extension of the forty-five
day review period which ended March 20, 1972.

(b)

The final statement incorporated the review comments received
from the 18 respondents. Specific discussion addressing the
comments in detail is contained in the following text. The
comments are taken in the order that they appear in the
summary listing of agencies,

Department of the Interior

Bureau of Land Management

.

The Bureau requested additional information on (I) the
environmental impacts and their effect on adjacent land use
resulting from project water allowing for the expansion of
agriculture, residential communities, and industry, (2) impacts
on communities from the labor force needed for the project,
(3) projects associated with the dam and reservoir, (4) effects
increased public recreational use may have on use and manage-
ment of adjacent public lands, (5) its requirements to
mitigate adverse impacts associated with the Table Mountain
quarry, and (6) the possibility of maintaining water levels
for a 10 day period to accommodate spawning of warm water fish.

The following discusses Land Management's observations. Most
of these impacts are indirectly associated with the develop-
ment of Pueblo Reservoir.

(1) The environmental impacts and their effect on adjacent land
use resulting from project water allowing for the expansion of
agriculture, residential communities, and industry: The
supplemental irrigation water will stabilize agricultural
production in the Arkansas Valley by reducing crop losses during
droughts, and provide a means to diversify the types of cro~s
produced, This additional agricultural capability will have
stimulative effects on the general economic environment over
widespread areas. With increased productions, some associated
pollution problems may develop. For exam~le, the use of
chemical fertilizer and pesticides may increase. To alleviate
this potential adverse situation, Federal and local entities
must encourage landowners to use recommended application and
follow recognized husbandry practices,

56

.
