<br />o <br /> <br />Western States Water Council <br />Meeting <br /> <br />Boise, Idaho <br />April 12, 1974 <br /> <br />$~j": <br /> <br />N <br />N <br />W <br />0) <br /> <br />While we recognize that the Bureau of 'Reclamation has not <br />yet completed its feasibility level studies on these projects, we <br />argue that sufficient work has been accomplished to identify <br />that these are worthwhile projects that should be constructed. <br />There is sufficient lead time in the governmental process so <br />that the Bureau will have ample time to complete its feasibility <br />report before construction is commenced. We urge the. immediate <br />authorization of the Paradox Project in Colorado, Crystal Geyser <br />Project in Utah, the Grand Valley Project in Colorado and the <br />Las Vegas Wash Project in Nevada. The total construction cost <br />for these four projects is estimated at $125.1 million with an <br />annual operating cost of $550,000. These projects would remove <br />514,000 to 594,000 tons of salt annually, By comparison the <br />programs implemented in Minute 242 would maintain a fixed <br />salinity differential between Imperial Darn and the Mexican <br />diverston point, of benefit only to Mexico, would cost at least <br />$139 milHon and havs an annualoperattng cost of $10 million. <br />Acceleration of studies on twelve additional projects that would <br />further reduce the salt load of the river by up to 1,130,000 tons <br />annually was called for in Title II of the states' bill. <br /> <br /> <br />The Administration's bill has no Title II, and includes no works <br />above Imperial Dam. In fact, Administration witnesses appearing <br />before the House Subcommittee testified in opposition to Title II <br />and the immediate undertaking of the salt control program above <br />Imperial. <br /> <br />The Committee of Fourteen in appearing before the. House <br />Subcommittee early last month proposed a number of amendments <br />to our bill, I would like to call two of these to your attention. <br /> <br />We proposed to limit the studies of sources of replacement <br />water to the Colorado River Basin and to provide that replacement <br />may be accomplished in advance of meeting the requirements of <br />Section 202 of the Colorado River Basin Project Act. In other <br />words, we wanted to assure that the replacement of the reject <br />stream from the desalter. would not in any way, intentioned or <br />imagined, pose a threat to the Pacific Northwest and to assure <br />that any operational losses occasioned by the desalter being out <br />of operation could be effected in advance of the full augmentation <br />of the Colorado River by 21-:2 million acre-feet. <br /> <br />A-14 <br /> <br />,'-, -1-, .-"..;.'", <br />
