<br />Boise, Idaho <br />April 12, 1974 <br /> <br />:~~~:~~~;: <br /> <br />Western States Water Council <br />Meeting <br /> <br />N <br />N <br />c,...'l <br /><;..11 <br /> <br />"recommended in the interest of orderly and progressive <br />development in the Colorado River Basin and other river basins <br />in both the United States and Mexico,. . timely decisions in regal'd <br />to implementation that specific actions to control salinity increases <br />in the Colorado River Basin." <br /> <br />In a statement to the Committee of Fourteen on June 1, 1973, <br />Ambassador Brownell stated "that unless the United States does <br />control this threatened and almost certain increase of salinity <br />above Imperial Dam, the water we deliver to Mexico may become <br />unacceptable, and we shall, in the future, have a new <br />salinity problem with that country." <br /> <br />The Minister of Foreign Affairs from Mexico, Emilio Rabasa, <br />upon the signing of Minute 242, stated"... there is not the slightest doubt,t <br />doubt that this., ,(is) a permanent and definitive solution., .the final . <br />result will be that the Mexicali farmers will have forever-they and <br />their children and their children's children-water whose annual <br />average salinity will never exceed 1010 ppm, which is perfectly <br />acceptable," The 1 01 0 ppm at Morelos Dam, taking into account <br />differences in measurement techniques and the 115 ppm. differential, <br />is equivalent to the current levels of salinity at Imperial Dam. <br /> <br />The Bureau of Reclamation and the Environmental Protection <br />Agency have been studying potential solutions to the Colorado <br />River salinity problems for many years. The time has arrived <br />to commence work on the major Colorado River salinity control <br />program to benefit water users in the United States as well as <br />watel' users in Mexico, It is particularly timely to do so now that <br />Congress also has before it measures to impl"ment a salinity <br />control program exc!usivel:x: for the benefit of Mexico. <br /> <br />Four projects would be authorized for construction by Title II <br />of H.R, 12165 and S. 2940. These projects would achieve the <br />near-term object"ives of the Environmental Protection Agency and <br />the seven Colorado River Basin States as enunciated in the <br />Conclusions and Recommendations of the Seventh Session <br />Conference on Pollution of the ColoradO River. <br /> <br />A-13 <br /> <br />"":, <br /> <br />i <br />'.& <br />
