Dear Commissioner Stamm:

On June 26, 1974, the Executive Committee of the Upper South Platte Unit
Steering Committee met to consider the report. of the full committee. We
understand that a summary of the report will be included as an integral part
of the Bureau's feaSibility study report, according to your telegram of June
18, 1974. A draft outline of the Steering Committee report is enclosed for
your infonnation.

r think it is important to note that the Steering Committee report does not
reach conclusions specifically with respect to the alternatives in the feaSibility
study report, or state agreement or disagreement with recommendations therein
by the Committee as a whole.

Section II states, in brief fonn, major points of view expressed by Steering
Committee members, reflecting presentations by the Bureau and other agencies,
experience, research, personal views, and other information. Each section or
sub-section will be prepared by, or under the direction of, a Steering Committee
member. It cannot be a full technical analYlSis, but is intended to be a useful
statement of these views, which can be considered in review of the feasibility
study report. Sections III through VI of the report describe the purpose, formation,
and activities of the committee.

The Steering Committee has not taken a fonnal "vote" on the alternatives. Instead,
each committee member will be afforded an opportunity to include a statement of
his agency's or organization's fonnal position, if any, and to make a personal
ste:tement regarding the feasibility study results as presented to the Committee.
Each member will also be asked to comment regarding the Steering Committee and
public participation activities during the preceding year.

While we understand that copies of the full feaSibility study report wj)l not be
made avail b until h en of November, Committee members expect to receive
copies mmediately thereafter, so that they will have the report for some time prior
to scheduling of public meetings. We have been provided drafts of some sections,
