stake water is stored above Elevenmile. In the Operations Study 222,000 AF/YR

of Blue-Eagle water would be delivered to the metropolitan area. This 222,000

AFis made up by savings from reduced use and the recycling plant (which is

already in the planning stage) as is shown in the following table.

[Program Mix II would construct the Strontia Springs-Foothills project "in a

less environmentally damaging location" in 1975 to more fully utilize the Blue

Water stored in Dillon. A number of conservation programs would be initiated

in 1975, such as a change in building codes for new construction to require

low flush toilets and water saving shower heads and modified landscaping in

new developments to keep water consumption at 200 GCD. Unmetered Denver

houses would be metered over a 20 to 25 year period. There would also be

full utilization of the Moffat supply and Homestake water would be stored
