In the first half of 1974--a very hot dry year-- <br />Denver Water Department customers used 224 GCD which is under the estimate <br /> <br />used by the Denver Water Board for planning purposes (1). Therefore, it does <br /> <br />not seem unrealistic to use 206 GCD or .231 AF /C/YR as an attainable average <br /> <br />demand for the Denver Metropolitan Area with minimal conservation measures... . <br /> <br />[Program Mix I is based on the assumption that a Metropolitan Water <br /> <br /> <br />District would manage and integrate water supply treatment and distribution <br /> <br /> <br />"except in Boulder County" beginning in 1976, and that per capita consump- <br /> <br /> <br />tion be kept at 206 GCD by lawn watering restrictions when necessary. There <br /> <br />would be full utilization of the Moffat, Clear Creek and Bear Creek supplies as <br /> <br />well as development of available ground water and purchase of agricultural <br /> <br />rights would occur where development occurs. Storage of South Platte water <br /> <br />would be either in existing reservoirs or in a new Plains reservoir. Home- <br /> <br />stake water would be stored above Eleven Mile. Between 1990 and 2000 the <br /> <br />construction of a 100 MGD recycling plant and further development of ground <br /> <br />water would add enough water to supply increased population. A storage- <br /> <br /> <br />treatment facility such as the Strontia Springs-Foothills project and additional <br /> <br /> <br />recycling capacity could be constructed after 2000 if needed.] <br /> <br />"Comments on Program Mix I <br /> <br />"The management of East Slope sources (except for the South Platte) and <br /> <br />utilization of Moffat water are taken from the Bureau of Reclamation's Opera"': <br /> <br />tions Study on Two Forks (2). Even with Two Forks constructed , these compo- <br /> <br />nents would have to be accomplished to have a water supply of 764,000 AF/YR <br /> <br />for the Denver Metropolitan Area.
