An innovative approach to water supply can have <br /> <br />the flexibility necessary to implement land use decisions and have less impact <br /> <br />on long term environmental resources. The following is an outlining of some <br /> <br />possible alternative courses of action for water supply for the Denver Metro- <br /> <br />politan Area. . . . <br /> <br />"In 1968 (neither an extremely wet nor dry year) average use of water in <br /> <br />the metropolitan area was 206 Gallons per Capita per Day (G.CD) or .231 <br /> <br />Acre Feet per Capita per Year (AF /C/YR). This is an adequate amount of water <br /> <br />for all uses, including lawn watering, except in very hot dry years. Main- <br /> <br />taining water consumption at this level would entail no drastic rationing <br /> <br />except for excessive irrigation. The 250 GCD (.280 AF /C/yR) used by the <br /> <br />Bureau of Reclamation for planning is based on the assumption that water use <br /> <br />will automatically increase and that excessive demand must be met at all <br /> <br />costs. This is the reasoning that led to the energy shortage, " <br /> <br />"Since 1968 GCD has decreased in some of the metropolitan area and seems <br /> <br />to have leveled off in the service area of the Denver Water Board. This could be <br /> <br />due to the mix of housing that has been built in the metropolitan area in the <br /> <br />last six years--more multiple family complexes and fewer single family dwellings. <br /> <br />Boulder, which is probably typical of the new mix dropped from 200 GCD in <br /> <br />1968 to 158 GCD in 1973.
