All water users, municipal, <br /> <br />industrial and agricultural, will have to find ways to make more efficient use <br /> <br />of water resources]. <br /> <br />"The Nationa l Water Commission.recommended that city governments shou,ld <br /> <br />develop and put into effect water conservation plans designed to reduce waste <br /> <br />and make more efficient use of their present municipal and industria I supplies. <br /> <br />The Commission identified a lack of water conservation procedures and a major <br /> <br />cause of shortages of industrial and municipal water supply. <br /> <br />"Water conservation measures should include, but not be limited to, <br /> <br />both structural improvements in the water system and management methods <br /> <br />to bring about water conservation. . . . <br /> <br />[Anyone of these structural or management methods, by itself, may not <br /> <br />save a substantial amount of water, but the savings from a comprehensive <br /> <br />and integrated program could be quite substantial.
