Consideration of Alternatives <br /> <br />The Committee took a constructive rather than adversary approach, <br /> <br />particularly in its early months. The purpose at that time was to elicit <br /> <br />as; much information about all possibLe a lternatives from the Bureau and <br /> <br />all other agencies as quickly as possible, to enable the Committee to <br /> <br />assess them and provide guidance regarding areas of emphasis in the <br /> <br />short time available for the feaSibility study. A major issue in early <br /> <br />discussion was population forecasts and Denver Area growth in relation <br /> <br />to availability of water supply. After some discussion the Committe <br /> <br />recognized the impossibility of settling, once and for all, the growth <br /> <br />question during this project. Thus, it was the intent of the Committee <br /> <br />to spend no additional time considering various population forecasts, <br /> <br />so that alternative could be prepared, compared, and discussed on <br /> <br />the same forecast basis. <br /> <br />time WIlS spent on these matters. The Committee discussed every pos- <br /> <br />sibility proposed at any time previously, and made some suggestions of <br /> <br />its own. This resulted in a review of the possibility of raising present <br /> <br />flood storage dams, a series of reservoirs throughout the metropOlitan <br /> <br />area, use of flood storage area at Chatfield and Cherry Creek Dams, <br /> <br />plumbing fixture installation, ground water, other possibilities, and <br /> <br />various combinations of these approa.ches. <br /> <br />t;:;;;:~{: .:;:.:~~ ~._- ~ <br />,~~.
