League of Women Voters, <br /> <br />Denver Water Board, with a representative of the Bureau of Reclamation and <br /> <br />the Colorado Water Conservation Board as non-voting members. <br /> <br /> <br />;_{,.t:;;:<':'.~F~~'~ <br /> <br />The purposes of the Steering Committee, as agreed upon, were to pro- <br /> <br />vide liaison with the public, provide a public forum for interchange of ideas, <br /> <br />review previous Reclamation and other agency's plans and development, <br /> <br />and review and analyze alternative plans for the Upper South Platte Unit. <br /> <br />Notwithstanding these functions, the relation of the Steering Committee <br /> <br />to the decision making process was brought up and discussed on many <br /> <br />occasions. It was recognized that the fina I decision was reserved for <br /> <br />the Bureau and Congress while the Committee would provide ideas and <br /> <br />comment regarding proposed alternatives and their evaluation.
