To facilitate Steering Committee activities, an Executive Committee

was established made up of representatives of the Denver Regional Council

of Governments, Trout Unlimited, the Colorado Rivers Council, Denver

Research Institute, Colorado Open Space Council. League of Women Voters,

Denver Water Board, with a representative of the Bureau of Reclamation and

the Colorado Water Conservation Board as non-voting members.

The purposes of the Steering Committee, as agreed upon, were to pro-

vide liaison with the public, provide a public forum for interchange of ideas,

review previous Reclamation and other agency's plans and development,

and review and analyze alternative plans for the Upper South Platte Unit.

Notwithstanding these functions, the relation of the Steering Committee

to the decision making process was brought up and discussed on many

occasions. It was recognized that the fina I decision was reserved for

the Bureau and Congress while the Committee would provide ideas and

comment regarding proposed alternatives and their evaluation. The Executive

Committee held six meetings, and the Steering Committee eight meetings,

including a field trip to the three prospective reservoir areas.

To conduct the work to be done, six Task Forces were established'

with the concurrence of the Steering Committee, These Task Forces included

I) Non-Federal Development, 2) No Plan - No Development, 3) Management
