INTRODUCT(ON <br /> <br />The Steering Committee. and its Executive Committee, met on numerous <br /> <br />occasions with staff of the Bureau of Reclamation, other Federal agencies, <br /> <br />and state agencies participating in the planning process. The process by <br /> <br />which the Committee conducted it.'s activities in providing assistance and <br /> <br />guidance to the Bureau and ot.her agencies, and enabling the public to par- <br /> <br />ticipate are described in a separate report prepared by the Steering Committee. <br /> <br />For amplification of matters in this Summary, reference should be made to <br /> <br />the full report of the Committee. <br /> <br />While no decision of the Committee, as such, nor recommendation, is <br /> <br />contained in the report, provision was made for statements sLimmarizing <br /> <br />major points of view, prepared by, or under the direction of, Committee <br /> <br />members. Tn addition, each Steering Committee member was afforded an <br /> <br />opportunity to include a statement of his agency's official position, and <br /> <br />a personal statement of his own in the Appendix. About half way through <br /> <br />the planning period, representatives of residents and land owners from the <br /> <br />three reservoir areas were invited to become Committee members, and they <br /> <br />were instrumenta 1 in bringing the proposed dams and storage sites to the <br /> <br />attention of their neighbors, and in stimulating public participation at <br /> <br />meetings, as well as publication of a newsletter and correspondence written <br /> <br />to local. state, and Federal officials and elected representatives. <br /> <br />A. Steering Committee Role <br /> <br />On July 2, [973, a letter was received from the U. S.
