<br />previous generatioIlB did not have foresight. He sighted speclflcally Boulder and Grand
<br />Junction which originally elected to stay out of Conservancy Districts and later found it
<br />to their advantage to become a part of these activities.

<br />President Nichols then read a letter dated December 12~ 1967 from Mayor William
<br />Sunday officially requeating the Board1s fav.orable action on their request. Mayor
<br />Sunday then spoke on the matter, and stated the citizens of Lamar regret that tile City
<br />did not join the District when it was firat organized but would now like to become a part
<br />and assist the District in resolving the serious and complex water matters in the Arkansas
<br />Valley. .

<br />A general discussion was then had on the amount of water Lamar had requested, and
<br />upon questioning by McCurdy.. Attorney Beise stated that if Lamar is accepted~ they
<br />would come under the annual allotment program as do all other Cities in the District.
<br />Nichols observed that the Directors have three choices: 1. Not to admit Lamar, 2.
<br />To admit Lamar contingent upon Lamar bringing in the irrigated area between the
<br />eastern boundary oi the District and the Colorado Kansas Stateline~ and 3. Admit Lamar
<br />and then negotiate with people in the irrigation area.

<br />After general discussion, James Shoun moved. seconded by Wagner. that Lamar be
<br />admited under the following policy:

<br />"RESOLVED, that the City of Lamar by added to the area of tile Southeastern
<br />Colorado Water Conservancy District, provided:
<br />
<br />'."

<br />(a) A sum equal to . 4 of 1 mill of assessed valuation against
<br />the City from tile date of formation of the District to tllis
<br />date be paid on times and conditions mutually satisfactory
<br />to the District and the City of Lamar.
<br />
<br />(b) Tile City cooperate with tllis District in its endeavor to effect
<br />better water administration .by means of ultimately enlarging
<br />the District boundaries to include the entire irrigated area in
<br />Colorado below John Martin. "

<br />President Nichols called for the vote, .and the following. voted yes: Sl1oun, Dllley, Purvis,
<br />Young, Wagner, Ciruli.
<br />
<br />The following voted no: Milenski, Hutcilinson, Everett, Cooper, McCurdy, Bauserman.
<br />
<br />President Nichola noting that a tie eJdsted castl1is ballot as a Director in favor. of Lamar,
<br />thus admit1ng Lamar on a 1 to 6 vote.

<br />FRYINGPAN-ARKANSAS REPORT:
<br />
<br />Project Manager James Ogilvie reported that construction proceded on sciledule in 1967
<br />with $40, 000, 000 now under contract. Mr. Ogilvie stated that the Divide Tunnel is
<br />approximately 75% complete, but they had encountered some bad ground which may delay
<br />thetr anticipated ho1e!ng througil. Ruedi was topped out and is 95% complete, and it is
<br />expected water wlll be stored there in 1968. Sugar10a! wlll be completed one year ahead
<br />of schedule, and is now 95% complete, with work to be finished in May. Mr. Ogilvie
<br />said it is stili planned that the initial diversion will be in the Spring of 1969, with an
<br />estimated 30,000 acre-feet to be diverted until the Project is totally complete. Ral1-
<br />road relocation at Pueblo Reservoir is approximately 25% complete, and Mr. Ogilvie
<br />stated he expects to have sufficient funds in fiscal 1968 for existing contracts, and a few
<br />minor new contracts.' It is still questionable as to how much money will be available 1n
<br />fiscal 1969.
