January 16. <br />to go over some engineering aspects of the pipeline study He said the Engineers are <br />presently selecting sites for the proposed treatment plant at Pueblo, and establishing <br />proposed alignment for the Valley Pipeline. He stated the full Engineering Committee <br />will meet with representatives from the Engineering Firm in approximately two months <br />to go over their preliminary report. Mr Ogilvie suggested that the Board will want <br />to consider the question of Pfull supply" as related to 11 supplemental supply". which <br />was discu9sed at the December 1967 meeting. <br /> <br />LEGAL COMMITTEE: <br /> <br />Attorney Beise reported that the Colorado State Legislature is presently considering <br />a new Open Records Bill. but that opposition to the Bill seems to be more wide-spread <br />than was first anticipated. Mr. Broussard observed that the Open Records Committee <br />is having a difficult time defining specific areas and words involved in the proposed <br />Legislation. Mr. Beise reported that 35 of the 50 States have Public Record Laws. <br />and the State of Colorado already has 150 State Statutes relative to Public Recorda. <br /> <br />Beise reported he has drafted the brief in the Records Case. and will be filed by mid- <br />February. He then reported on the Senate Water Committee meeting which he attended <br />at 8:30 a. m. 00 January 17, relative to Engineering Studies being conducted under <br />Senate Bill 407. and stated the Arkansas River phase of this Study will be reviewed by <br />the Senate Water Committee on January 31, at 8:30 a. m. <br /> <br />Attorney Beise read a letter from the Attorney General's Office relative to the <br />"Fellhauer Case" asking whether the District would be interested in joining with others <br />in filing briefs. Mr. Beise stated h.e could not recommend pro or con on this unW he <br />had read all briefs involved, and after general discussion the Board voted to take no <br />action in the matter. <br /> <br />Beise reported on current status of the Corps of Army Engineers Proposal... and said <br />the Corps Officials are anxious to receive a "follow-upo letter from the DistrIct setting <br />forth its present position. The Board authorized the Attorney to draft a letter. <br /> <br />Belse reported that Board appointments will be up in April, and Judge S. Philip <br />Cabibi wIll hold Swearing-In Ceremonies on Thursday, April lB. The Attorney alBo <br />reported the DIstrict will appear in District Court in G1enwood Springs and Pueblo in <br />April to prove Due Diligence. <br /> <br />LEGISLATIVE COMMITTEE: <br /> <br />Chairman Dilley asked General Manager Thomson to report on Water Legislative <br />matters now before the State Legislature. T~omson reported that water group9 all <br />over the State had urged the Governor not to place Water Legislation on his Call for <br />the Short Session, but that the Governor had c.oncurred with a request from State Senator <br />Ted Glll to put a Bill which would provide for supplemental or alternate points of <br />diversion on the Call. He said copies of the Bill being sponsored by Senator Gill should <br />be available within the next few days, and as SOon as they are he will distribute copies <br /> <br />-3- <br />
