Sparks, Colorado Water Conservation Board; BUl Skanes, Salida <br />Mountain Mail; Tom Nickerbocker, Salida; and Arch Gibson, Administrative Assistant <br />to Congre seman Frank Evans. <br /> <br />APPROVAL OF MINUTES: <br /> <br />President Nichols declared a quorum 'present and opened the meeting by asking if there <br />were any corrections or alterations to.the minutes of the December 21, 1967 meeting <br />as distributed. Wagner moved, seconded by Young, that the minutes be approved.. <br />Motion unanimously carried.' <br /> <br />TREASUIlER'S REPORT: <br /> <br />Treasurer Shoun read .the financial statement for the period December 21, 1967 to <br />January 18. 1966 in detail, and moved that the bUls be paid. Motion seconded by Ciruli, <br />and unanimously carried, <br /> <br />LAMAR REQUEST: <br /> <br />President Nichols introduced F. L. Sparks. Director, Colorado. Water Conservation <br />Board, who gave a very Interesting and detailed report on modern concepts of water <br />management as they could relate to the Arkansas Valley. He stated that present State <br />Water Laws are extremely archaic, and will be imprGved under Senate Bill 407. He <br />also reported that Colorado has the Bame amount of water as we did when the State <br />was created but have more people who are placing demands upon the limited supply. <br />Sparks observed that the Southeastern Colorado Water Conservancy District would be <br />defeating the purpose for which it was organized if we do not llIllimately include all <br />water users on the Arkansas River. He also reported that consultants have suggested <br />the Arkansas River area be created into a 11river basin" with a single 'water manage... <br />ment unit under the direction of the State. In regards to the Lamar request, Mr, <br />Sparks urged the Directors not t?penalize present and future generations because <br />
