The Engineer Advisers asked Reclamation to include with that documentation <br />Reclamation's written recommendation and request to implement the URGWOM accounting <br />model to perfonn functions now perfonned by Reclamation's daily programs for reservoir <br />accounting starting with the year 200 J accounting and specific provisions for prospective <br />contemporaneous availability of the accounting model and data for review and use by the <br />Engineer Advisers. The Engineer Advisers anticipate receiving and reviewing this <br />infonnation prior to the 2001 Commission meeting and providing a recommendation to the <br />Commission at the March 22, 200 I meeting regarding the Commission's approval of the <br />URGWOM accounting model. <br /> <br />YEAR 2000 OPERATIONS <br />Suoolemental Water Use <br />At the meeting ofthe Engineer Advisers, Reclamation staff presented a summary ofa <br />presentation handout entitled "Summary of Rio Grande Water Operations for the Calendar <br />Year 2000." This presentation and handout, which was specifically requested by the Engineer <br />Advisers at their January J 9, 200 I meeting with Reclamation, provides substantial detail <br />regarding Reclamation's acquisition and use of supplemental water in 2000 for the purpose of <br />creating river flow for the endangered Rio Grande silvery minnow throughout the Middle Rio <br />Grande. The handout states that total San Juan-Chama Project water used in 2000 for the <br />supplemental water program was 159,922 acre-feet. Of this amount, approximately 95,000 <br />acre-feet was acquired early in 2000 and was stored in Heron, EI Vado, and Abiquiu <br />Reservoirs. Reclamation representatives reported to the Engineer Advisers that at the <br />beginning of2000 they were actively seeking reservoir storage space for supplemental water <br />they acquired in 1999 but did not use due to the wet conditions at the end of 1999. The <br />remainder of the 159,922 acre-feet of supplemental water became available via the Agreed <br />Order and Supplemental Agreed Order that resulted from mediation in the Endangered <br />Species Act (ESA) lawsuit Minnow, v. Martinez (discussed below).
