A review of the authorizing document, requested by the Co~~ittee on Flood Control, ~ouse of Representatives, in a resolution adopted March 20, 1945. was made by the Corps of Engineers, and a review report was prepared by the U. S. ~gi- neer Office in Albuquerque, New Mexico. This report and the findings have been reviewed and are discussed hereinafter. Bureau of Reclamation. The Bureau of Reclanmtion began investigations of the Trin~dad Project in January 1937. Several reports on the project have been prepared, but none has been published. All the reports are subject to revision; therefore, the data contained thereiq are not available for publication or release. The Bureau's first report was made in 1941. In that report the plan of development included a detention reservoir at the Sopris site to provide t'loodcontrol and to make addi- tional water available for trrigation,. Preliminary econb~ic studies of the project were made. .' The second Bureau report is dated December 191f5. In that report various plans 4nd various reservoir capacities were in- vestigated, and economic studies were made to determine tne ratio of costs to'benefits of the various plans. Another report,which-is essentialJ.y a review report of the project, was made available to the Corps of Engineers for use in determining irrigation benefits contained in the Corps' re- view report of 1946. Review Report of Corps of Engineers. The review report was made by the Corps of Engineers for the specific purpose of "de- termining whether any modifications of the recommendation con- tained therein (authorizing document) should be made at this time -7- ..
