Assuming an amortization period of 50 <br />years with interest at 3 percent and making some allowance for <br /> <br />salvage value, and assuming operation and maintenance cost of <br /> <br /> <br />$25,000 per year. it is estimated the annual cost of the reser- <br /> <br /> <br />voir would be $538,527 of which $223,660 would be chargeable to <br /> <br /> <br />flood control and $314,867 to irrigation. <br /> <br />The flood control benefits under present conditions and <br /> <br />values are estimated not to exceed $134,055 per year and the <br />irrigation benefits to the nation as a whole are estimated not <br />to exceed $379,926 per annum assuming all of the water to be <br />pooled and re-regulated by the irrigation capacity of the reser- <br /> <br />voir, and that the owners of senior water rights would not re- <br /> <br />ceive any reimbursement for pooling their rights. The total <br /> <br /> <br />benefit therefore is estimated not to exceed $513,981 for flood <br /> <br />control and irrigation. result~ng in a cost to benefit ratio of <br /> <br />1:0.95. The cost to benefit ratio for the portion allocated to <br /> <br /> <br />flood control is 1:0.60 and that allocated to irrigation is <br /> <br /> <br />1:1.21. Even though the irrigation benefit is estimated to ex- <br /> <br />ceed the cost of that portion of the reservoir which it is as- <br /> <br />sumed should be allocated to irrigation, nevertheless under <br /> <br />present laws the portion allocated to irrigation could not be <br /> <br /> <br />reimbursed. The $7,728,380 allocated to lrrlgation in.which an <br /> <br />allowance for salvage value has been made, would have to be re- <br /> <br />paid by the local beneficiaries in 50 years without interest. <br /> <br />-3- <br />
